This idea takes a little more preparation. You'll need some crushed ice, which you will form together using your hands into tiny snowballs. I used toothpicks for arms and created a scarf from Christmas ribbon. I made the top hat out of card stock and then covered it with the same ribbon. Just place inside the freezer with your Elf for a chilly surprise.
